Biography

Michael S. Hebel, J.D., Ph.D.(c), is a dedicated public servant who has spent his career committed to improving the lives of those around him and to self-improvement through the pursuit of advanced education.

Mr. Hebel received his B.A. from the University of San Francisco and joined the San Francisco Police Department in 1966. He rose to the rank of captain while overseeing the SFPD Training Academy and several key initiatives, including a career development program for officers and a community policing initiative for the department.

While engaged with public safety at the highest level, Mr. Hebel simultaneously earned several advanced degrees. He obtained his M.S. in Criminology from UC Berkeley in 1969, and then his J.D. from Golden Gate University in 1973. In 1982 he earned an M.S. in public sector management and future studies from the California State University in Pomona. He later earned an M.A. in Philosophy and Religion from CIIS in 2005, and is now a PhD candidate, on leave, at CIIS in the Philosophy and Religion department.

Mr. Hebel currently serves as the Welfare Officer with the San Francisco Police Officers Association. He is responsible for advising and representing more than 2,000 police officers. In addition to his work with the SFPOA, Mr. Hebel is a certified financial planner and is a member of the Financial Planning Association and a member of the California State Bar Association. He also serves as the Chair of the Police Credit Union, which oversees $1.2 billion in assets for more than 45,000 members. In addition, he serves as President of the Greater Mission Rotary Club. He was appointed to the CIIS Board of Trustees in 2016.
